SUMMARY

With a population of some 1.45 million, San Diego is the second-largest city in California. PMWeb was initially implemented for 160+ users in the City’s Pure Water Program and has since implemented PMWeb for other City departments, including integration with the City’s financial, GIS, and compliance systems.

OVERVIEW

With expansive beaches, ideal weather, and famous tourist attractions, San Diego is home to nearly 1.4 million residents and has an average of 30 million visitors every year. Located directly on the United States-Mexico border and the coast of the Pacific Ocean, San Diego is the eighth-largest city in the United States and the second-largest city in California.

Pure Water San Diego is the City’s phased, multi-year program that will provide one-third of San Diego’s water supply locally by 2035. The Pure Water Program will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. Construction on the first phase of the improvements will start in 2019.

CHALLENGE

The Public Utilities Department was seeking an easy to navigate Software-as-a-Service (SaaS) system that could integrate with the City’s existing data sources including SAP, Primavera P6, ESRI GIS, PlanetBids, and PRISM Compliance Management. This would enable participating City departments to integrate with existing functions including finance, procurement, and CIP (Capital Improvement Program) information activities. They required that the system be able to enable the City and its stakeholders to perform various functions related to the project management process.

SOLUTION

PMWeb was purchased by the City in August 2016. The system was implemented for 160-200 users in 2017 and is continuing to assist the City as it rolls out the solution to other departments. The role of PMWeb included:

  • Full configuration for both design and construction phases of the Pure Water Program’s projects. This included setup of a cost code structure that would not only integrate with the City’s SAP system but allow the project teams to manage their project costs at a more granular level than SAP is currently set up to offer.
  • Configuring PMWeb for both Design and Construction related business processes with the construction-related configuration, allowing for newly hired CM teams to have system configuration input.
  • Working closely with City resources to develop an integration for project-related data from SAP to allow capture of all project costs including personnel costs. The integration required extensive testing in order to deliver the reporting requirements for all stakeholders. Once completed, end-user training was undertaken.
  • One of the unique challenges we faced is that the City utilizes working days and wanted all of their workflow routing to utilize those same working days. They approved a customization from PMWeb to set up a global calendar and programmed all workflow to utilize that calendar in calculating due dates. PMWeb was able to quickly complete the customization and meet this requirement.

RESULTS AND BENEFITS

The success of the PMWeb implementation led to the City seeking to use PMWeb in other areas where it has ESRI ArcGIS operating. This led in turn to a successful integration of PMWeb with ArcGIS, using the ESRI API but not needing the PMWeb API. Microsoft PowerShell was utilized to integrate PMWeb directly with the ESRI API.
