How the San Diego International Airport Reduced Invoice Approval Times by 50%
San Diego International Airport, the busiest single-runway commercial service airport in the USA, implements PMWeb for project management of all capital works projects, currently managing around 80 active projects.
Summary
San Diego International Airport is the busiest single-runway commercial service airport in the USA. PMWeb was implemented for project management of all capital works projects at the airport, including data migration from their previous system with no project downtime. As a result, San Diego International Airport reduced approval times for progress invoices by 50%.
The San Diego International Airport
Founded in 1928, San Diego International Airport is the busiest single-runway commercial service airport in the USA. The runway is 2,865 meters in length and 61 meters in width. The airport features 51 gates in Terminals 1 and 2; and 4 Gates at the Commuter Terminal. In 2024, the airport served 25 million passengers, a record-high total and a nearly 10 percent increase over the previous year. The San Diego County Regional Airport Authority (SDCRAA) was created in January 2003, as an independent agency to manage the day-to-day operations of the Airport and address the region’s long-term air transportation needs.

The need for an integrated project management solution
SDCRAA sought a software solution to streamline its Construction Project Management process for itself and its stakeholders. They required the system provider to configure and implement the software, as well as train designated staff to ensure a successful launch of the integrated solution. The existing system had multiple integrations with a business model focused on a ‘contractor’ perspective, but the Authority desired a single software solution with an ‘owner’ perspective and needed a system capable of migrating existing Meridian Prolog data to a future solution.
PMWeb was selected as their Project Management Software for its modules and tools such as Cost Management, Project Management, and Custom Forms. The tool was implemented them across multiple divisions within SDCRAA. Data migration from the legacy Prolog Manager database and integration with E1 were also crucial aspects of SDCRAA’s software selection.
Eliminating project downtime and automating approvals
The integrated implementation team successfully implemented PMWeb to their multiple department user bases using a phased rollout approach based on division. As part of the configuration, 35 legacy projects were migrated from Prolog Manager to PMWeb, resulting in several key achievements and benefits.
Results:
- Reduced approval times for progress invoices by more than 50%. This significant reduction was a result of the integrated approach and dedicated utilization of automated workflow.
- Elimination of any downtime for projects or data access during the implementation phase. This was facilitated by “Just in Time” training for both internal and external project participants.
Following the implementation and training phases, SDCRAA began managing over 80 active projects using PMWeb.
